On March 28, Acting Secretary Adrianne Todman announced the U.S. Department of Housing and Urban Development (HUD) awarded more than $173 million in new Green and Resilient Retrofit Program (GRRP) grants and loans to support energy efficiency and climate resilience improvements at HUD-supported multifamily properties around the country.

Two HUD-assisted multifamily properties in Texas were awarded a total of $12.1 million in GRRP loans and grants to support energy efficiency, electrification, clean energy, low-embodied carbon materials, and climate resilience improvements. Town North Apartments, which has 51 units in Texarkana, was awarded $8 million, and Happy Harbor Senior Housing, which has 100 units in La Porte, Texas, was awarded $4.1 million. These two awards are part of the second Comprehensive cohort which provides funding to properties with the highest need for climate resilience and utility efficiency upgrades, regardless of prior development or environmental retrofit experience.

In October 2023, four HUD-assisted multifamily properties in Texas were awarded almost $60 million in GRRP funding. Three of these properties, located in Port Arthur and owned by ITEX, were awarded over $52.1 million in loans to environmentally retrofit the 656 units. Hope Village Apartments in Jasper, TX was awarded a grant of $7 million for energy efficiency and climate-resilient improvements.

In addition to announcing the GRRP awards, HUD published updates to each of the Green and Resilient Retrofit Program (GRRP) Notices of Funding Opportunity (NOFOs) for Elements, Leading Edge, and Comprehensive. Most notably:

  1. The eligibility for the Elements cohort has been expanded to properties that have closed or will close on a recapitalization transaction between May 11, 2023 (when GRRP was launched) and July 31, 2024 (the deadline for the Fourth Application Period), but only for a limited selection of eligible investments.
  2. All NOFOs include more clarity on how HUD will manage waiting lists and use funds that become available as awards are withdrawn, revoked, or amended.
  3. The cap on awards a sponsor can receive has been modified for all NOFOs,
  4. We have extended the deadlines for the Fourth Application Period for the Leading Edge (May 15, 2024) and Comprehensive (June 12, 2024) cohorts.
